GEN 1.2: ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT

1. General

1.1
International flights into, from or over the Kingdom of Cambodia shall be subject to current Kingdom of Cambodia regulations relating to civil aviation. These regulations correspond in all essentials to the Standards and Recommended Practices contained in Annex 9 to the Convention on International Civil Aviation.
  
1.2Aircraft flying into or departing from the Kingdom of Cambodia shall make their first landing at, or final departure from, and international aerodrome.

2. Schedule Flights

For regular international scheduled flights into or in transit across the Kingdom of Cambodia, the following requirements must be met:

The Airlines must be eligible to make the flights under the provisions of a bilateral or multilateral agreement to which the state of the airline and the Kingdom of Cambodia are contracting parties and must have a permit to operate or transit across the Kingdom of Cambodia Schedule commercial and other technical flights should make application to:

2.2
Documentation Requirements for Clearance of Aircraft

2.2 2.2.1
It is necessary that the under-mentioned aircraft documents be submitted by airline operators for clearance on entry and departure of their aircraft to and from the Kingdom of Cambodia. All documents listed below must follow ICAO standard format as set forth in the relevant appendices to ICAO Annex 9 and are acceptable when furnished in English and completed in legible handwriting. No visas are required in connection with such documents.

Aircraft entry requirements include: Certification of Registration; Certificate of Airworthiness; Airworthiness; Aircraft radio station licence; certificate of radio installation; aircraft insurance documents; seating capacity and maximum take off weights (MTOW).

3. Non-scheduled Flights

3.1 Procedures

Private and non-scheduled commercial flights should apply for permission at least 15 working days in advance directly to the State Secretariat of Civil Aviation, 62 Norodom Blvd., Phnom Penh, Cambodia.
 
 
 3.1.2
 Foreign flights carrying Heads of State or special delegations to visit the Kingdom of Cambodia, and foreign military flights and military charter flights intending to operate within the airspace of the Kingdom of Cambodia should apply for permission to the Royal Government of Cambodia, Ministry of Foreign Affairs and International Cooperation at least 7 days in advance or to the Royal Cambodian Embassies or consulates abroad at least 10 days in advance. One copy should be addressed to the State Secretariat of Civil Aviation, 62 Norodom Blvd., Phnom Penh, Cambodia.

All requests must include the following information in the order shown:

Name, address and nationality of owner.
    
  (b)
Nationality, type and registration marks of the aircraft and radio call sign to be used if any.
    
  (c)
Name of pilot and names of crew members.
    
  (d)Purpose of flight.
    
  (e)
Complete route of flight, including intermediate stops from point of origin to final destination.
    
  (f)
Names and nationalities of passengers.
    
  (g)
Type and amount of cargo.

Additionally, prior permission must be obtained independently from SSCA, Flight Operations Department.


GEN 1.3: ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW


1. Customs Requirements

1.1
Baggage and articles belonging to disembarking passengers and crew are immediately released except for those selected by the customs authorities for inspection. Such baggage will be cleared based on the submission of a written declaration form.
  
1.2
It is not illegal to carry large amounts of money into the Kingdom of Cambodia, however, amounts in excess of the equivalent of USD 10,000 (U.S. Dollars ten thousand) must be declared.
  
 1.3The following items require import licenses from the appropriate ministry:

Live animals - Ministry of Agriculture, Forestry and Fishery.
   
 (b)Arms, ammunition and fireworks - Ministry of National Defence and Ministry of Foreign Affairs and International Cooperation.
   
 (c)
Gold in whatever form including jewelry - Ministry of Industry, Mines and Energy.
   
  
Note: Dogs and cats must be accompanied by Veterinarian Good Health and Rabies Inoculation Certificate issued at the port of origin.

The majority of manufactured goods are dutiable. Information of this subject may be obtained from the airport customs office.

Some of the articles requiring specific export licence are:

(a)
Arms and ammunition - Ministry of National Defence and Ministry of Ministry of Foreign Affairs and International Cooperation.
   
  (b)Minerals, gems and ores of any kind - Ministry of Industry, Mines and Energy.


2. Immigration Requirements

2.1
No documents or visas are required of passengers arriving and departing on the same through flight or transferring to another flight provided they do not leave the transit area.
  
2.2
Tourist and Business visas are issued on arrival to holders of valid passports. Visitors must possess onward tickets, the right of entry to their next destination and sufficient funds to cover their stay.
  
2.3
Flight crews on scheduled services wear their company uniforms and identification cards when embarking and disembarking and who remain at the airport where the aircraft has stopped or within the confines of the adjacent city and depart on the same aircraft or on their next regularly scheduled flight out of the Kingdom of Cambodia, the airline security badge is accepted in lieu of a passport or visa for temporary admission into the Kingdom of Cambodia.

Embarking passengers will be required to submit an immigration departure form and pay a passenger service charge.


3. Public Health Requirements

3.1
Health Certificate required of disembarking passengers. Vaccinations against yellow fever required if arriving within 6 days from an infected area.
  
 3.2On departure, no health formalities are required.
